How to Bypass Microsoft Account Sign-In in Windows 11 25H2 Setup

During setup, Windows 11 25H2 normally requires Microsoft account sign-in, especially on Home and Pro editions.

To install Windows 11 with a local account instead, press Shift + Fn + F10 at the Out-of-Box Experience (OOBE) sign-in screen and run:

start ms-cxh:localonly

This launches the local account creation flow from the OOBE screen. You can then create a local Windows user without signing in with a Microsoft account.
